Fred was born January 23, 1965 in Tulsa, Oklahoma to Fred Lee Sr. and Patricia Kay (Cole) Brown. Fred graduated from Bixby Highschool in 1983. Fred also attended North Eastern State College from he received his associates degree. Fred was self-employed with One Call Brown.

Fred was preceded in death by his mother and father.

Fred is survived by his brother; Jody Brown and wife Tody.
